User improvements to MTTL pages (Links and filtering)

Description

Make interconnections via links from the metrics and workrole tables. (requested by @knightrm21)

Be able to filter the tables as follows:

• Only things with training filled in
• Only things with eval filled in
• Only things with both filled in
• Only things with nothing filled in

Links from Metrics page (e.g. 8% trained) would take you to the filtered view of only what's being trained for that workrole.

Story: Ryan asked me, "If I click on this 8% trained will it show me what those 8% items are?" This was a good story about how people would likely try and use the website so we should try and match those expectations.

Acceptance Criteria

• AC 1 - links inserted
• AC 2 - Test for weblinks still working as part of test jobs
