where/how do we specify specific technologies to train/eval (e.g. Ghidra vs Ida)

Description of new requirement / requirement change

Do we document requirements to train certain applications such as Gitlab or Ghidra as Skills? Knowledge? Tasks? Or something completely different?

We should figure this out so when offices/functions require a specific application be taught we know how to capture appropriately as a requirement.
