MTTL mdbook documentation page for users

Description of development task:

User's need a wiki they can access that we can have full control over and should be in sync with the MR process. Add mdbook to the MTTL frontend and create a link in the header so users can see the most up to date and approved documentation for the training process/MTTL page.

Acceptance Criteria:

  • create a Wiki link in the header bar
  • create a mdbook page for the Wiki link to point to
  • migrate all user and training process wiki pages to the mdbook
