Remove K0654

Description of development task:

Is identifying coding languages really a necessary knowledge item for PO's.

NOTE: @brendan.wiskow @knightrm21 As you two are some of the only remaining certified PO's. I'm using this as an example to ryan on how to remove a "bad" KSAT.

Acceptance Criteria:

• AC 1 - Review this KSAT
• AC 2 - Accept and remove this KSAT or close issue and comment on reason to retain.
