refactor training roadmap with maintainable library

Description of development task:

Right now the training roadmap is generated seperately from the rest of the data used to build the MTTL. This requires us to maintain a seperate workroles.json file and codebase. We want to refactor this roadmap to be automatically generated based off single-source information.

Acceptance Criteria:

• Training roadmap is driven by KSATs and Workroles not by workroles.json
• document everything in the code
