Prototype UI/UX for Layout

Description of development task:

In order to save us time in actual dev, I'd like to draw out our end state before we start coding for issue #151 and #120.

NO CODE!!!! I want a picture of the overlay before implementation.

Acceptance Criteria:

• AC 1 - Upload a design (or more than one) to the "Design" tab
