Document how to propose and edit a workrole TTL/KSAT

Description of new requirement / requirement change

We want to use Gitlab issues and MR's to control our TTL's but we haven't necessary written this down yet.

We need to document how workrole TTL's get modified.

What should this training cover? (these might need to be converted into KSATs themselves haha)

1. Who's responsibility is it for making KSATs? Everyones
2. Who can submit a KSAT? Anyone
3. Who can approve a KSAT being added to the MTTL? Any WR Owner or CYT staff
4. Who can say whether a KSAT applies to a particular Workrole? Workrole Owner?
5. Who/what are workrole owners? SEE? (Might need to formalize this)
6. Process to submit a new KSAT from issue.
7. Process to review a KSAT in Gitlab MTTL Project.
8. Process to add/remove users from CODEOWNERS files? (assuming this is implemented in #19 (closed)

Acceptance Criteria

• We have a training lesson describing how users would create and add a KSAT to the MTTL.
• We've added this training/documentation to the user docs in the MTTL.
