KSAT's into milestones

Be able to split the KSAT's into phases just like the MTP's in TBA. TBA uses a grouping of tasks to divide their training up into logical phases. We should do the same in order to provide additional structure to our JQR program.

Proposal.

Show the phases the KSATS are associated with on the TTL view of the MTTL site so that WR maintainers can see which KSATS are associated with which phases.
