mttl.py/modify.py is not changing the workrole files when KSATs get changed:5

Expected Behavior:

Any changes to KSATs should propagate throughout all the files.

Current Behavior:

The workrole.json files are not being modified when KSATs change.

Possible Solution:

Steps to Reproduce:

Step 1 execute /mttl.py modify ksat on any given KSAT (take note of one of the work roles) associated
Step 2 open the associated work role .json file and do a find on the KSAT and it will still exist
