We borked the roadmap and validation files

We had to mangle the validation scripts to get the pipeline working

• Removed SEE and Instructor as Workroles and added them as Master Prereq's/courses
• Put the specializations as "Courses" under a new "Special Missions" workrole

@gbear14275 owes lunch to the dev team for horrible coding practices
@Jason-Thomas owes drinks for signing off on it as well
