Add Civilian Track to the MTTL

Description

@stwestbrook is requesting the ability to track civilian grades and their KSAT and proficiency expectations in the MTTL. For now, this progression will run in sync with the USCYBERCOM developer progression. Synchronization with other tracks will happen in a different ticket.

Grades and Progression

GG-07 -> GG-09 -> GG-11 -> GG-12 -> GG-13 -> MCCD

Each grade will be it's own 'work role' with their own KSATs with proficiencies mapped to them. This progression should also be shown on the training roadmap.

Acceptance Criteria

• Reflect progression on the training roadmap
• create WR for GG-07 with mapped KSATs and proficiencies
• create WR for GG-09 with mapped KSATs and proficiencies
• create WR for GG-11 with mapped KSATs and proficiencies
• create WR for GG-12 with mapped KSATs and proficiencies
• create WR for GG-13 with mapped KSATs and proficiencies
