Add Lesson/Performance Objectives for C programming

Description of development task:

The IDF rel-link.json file needs to be revised for C-Programming to accurately reflect lesson/performance objectives and add references. Additionally, ensure Blooms Taxonomy is used for objective construction.

Acceptance Criteria:

• All lessons in C-Programming have lesson and performance objectives
• All objectives are connected to the KSATs
• All objectives are built based on existing content
• Must pass all pipeline checks
