Modify the JQS creation jobs to generate a OJT checklist also.

Description

I need to create a OJT checklist and have a trainer table also.

As a trainer I want to be able to sign members off on KSAT's that will be satisfied via OJT vs commercial courses or classes.

For items which DON'T have training mapped to them. (Or specifically "OJT" aligned to it) Examples

• For items with no training but eval it should say (Sign off - Training, [List Eval] - Eval)
• For Items with Training but no Eval it should say ([List courses] - Training, Sign off - eval)
• For items with no Training or Eval there should be sign offs for both
• If an item has both training and eval mapped to it, then it should not be listed on this document.

Acceptance Criteria

• Create a script/modify the jqs script, to generate OJT checklist (see here for logic)
• Create a script/modify the jqs script, to generate a trainer table similar to this
• Modify the work role JQS jobs to call and artifact the newly created docs
• Save them to the .frontend/data/JQS artifact for the frontend to source them.
• Create a link to grab the OJT checklist from source
