Metrics Idea: KSAT estimated completion time (schema change)

Scenario: I want to be able to see and allocate an Estimated Time to Complete(ETC) on a KSAT item.

Given a KSAT item,

When I view it or create a KSAT item,

Then I want to allocate and be able to see how long the particular KSAT item should take (Similar to articles "estimated time to read")

And I can use this metric to define a feedback loop that drives estimates (too little, too long)

And I can measure volatility and standard deviation

And I can use this metric to define scope of KSAT

And I can use this to measure the time span to achieve a work role.
