Coverage reports not reflecting true coverage

Currently our coverage report shows a yes/no coverage of training/evaluation. For those KSATs that are required by multiple work roles, it doesn't discriminate if all of them or part of them are covered. Furthermore, it doesn't reflect whether the training or eval meets the proficiency code identified for that work role for the particular KSAT.

Questions to be answered: What if too high? what if too low?

Acceptance Criteria

• When testing a KSAT for coverage proficiency is considered.
• Can determine if content (eval or training) is being implemented at the correct proficiency code per work role per KSAT.
