refactor work roles in MTTL

The goal of this ticket is to remove any Senior workroles in each KSAT if that KSAT is covered in Basic Dev. Only if the proficiency is higher for the senior work role will it remain.

Acceptance Criteria

• Add the KSAs to the appropriate .json files
• pipeline must pass all validation checks
