Check for bad training/eval covered links in pipeline

Expected Behavior:

MTTL should not publish unless all mapping links work correctly

Current Behavior:

broken links

Possible Solution:

check in the pipeline if links respond with anything other than 200 status code

added backlogestimate officeCYT labels
