Fix all urls in training/eval covered

User Story

As a user, I need all mapping urls to work so I can properly have access to the resources I need on the MTTL and my virtual training record

Acceptance Criteria

validate_rel_link_urls job must pass [this is a blocker for other issues]

remove validate_rel_link_urls job's allow failure: true
