Requirements Source "Milestones"

Description of development task:

In order to be able to handle changes to requirements sources outside our control we want to capture how to handle:

Yeah, I need to write some "White papers" about how this is used in the larger machines of process and bueracracy so people understand how it helps facilitate processes we still need to do. In this case, I'd put proposed changes to a joint requirement into a milestone relating to that source document. So if people want to propose changing a CCD KSA we'd put that into the next "CCD CSAT" Milestone for example
