Migrate scripts to use MongoDB

We have decided to use a disposable mongodb container in the pipelines to interface with our data instead of creating our own python scripts for data manipulation.

• modify scripts that interact with the data to use mongodb instead
• create job for the external repos to find all sublesson KSATs
• modify documentation for pipeline jobs / modify external repo job documentation
• pipelines must pass
