WIP: Ability to code in multiple languages for Sr Devs

Description of new requirement / requirement change

Sr devs should demonstrate the ability to learn and utilize (e.g. code) in languages they are not specifically trained in (e.g. something other than C and Python).

Proposed Workroles:

Acceptance Criteria

• Criteria for removing WIP tag == massage language until concurrence from multiple Sr Devs and TD.
• Add the KSAs to the appropriate .json files
• pipeline must pass all validation checks
