Add Docker KSATs to the MTTL

Initiate Docker KSA requirements into the MTTL and determine the proficiency for each Basic and Senior Dev work-roles.

• Add Docker KSAs to the KSAT JSONs
• Find references for each KSA created
• Determine the work-roles that should have Docker requirements
• Determine the proficiency that each determined work-roles should operate at
