Make preparatory repos allow failure

The Test Bank repos are allowing failure for the validation of the rel-links but after these repos push to their respective study repos the study repo's will fail because they do not allow failure. The MTTL pipeline does not care if the mappings are incorrect, it will just throw out bad data at the job level.

make preparatory repos allow failure and let the MTTL take care of the parsing of bad mappings
