Add Docker-Compose KSATs to the MTTL

This issue is to create docker-compose KSATs for the 90th and 81st TRS.

• define the KSATs for docker-compose
• find references for each KSAT
• add KSATs to requirements JSON
• determine the work-role they will belong to
• determine the proficiency each KSAT will be at for each work-role
