Idea: expansion of relationship informaiton between KSATs

Shiny idea... not for implementation

I'd like to be able to capture things like: Satisfies, duplicate, portion of, etc. between different ideas.

Driver for this was seeing an NCWF KSAT NCWF K0016 and knowing this is satisfied by other KSAT.
