DTA KSATs

Also inspired by @tcarroll73 tech talk... she mentioned she was a DTA. This ticket is just a reminder to eventually circle back to determine if we should capture DTA training requirements as well. I don't think Mr. Klein has a gitlab account yet to include on this.

Question to answer later: What are the DTA training requirements and to what fidelity should we capture them here.
