Integrate Repository to BB

Finish the integration into BB, started in big-bang/product/packages/bbctl#198 (moved), and turn it on by default.

Acceptance Criteria

• The bbctl chart should be enable-able from the bigbang repository
• The bbctl chart should be configured from the bigbang umbrella chart
• bigbang should deploy the updater portion of the bbctl chart by default
