Cleanup both bbctl repos after split

After #4 (closed) is closed, go back and clean up the repos and remove any further references and code.

Notably, clean up the Makefiles, release processes, and any other stragglers.

In the chart repo, enable the pipelines as @ryan.daily noted here: big-bang/pipeline-templates/pipeline-templates!833 (merged)

In the chart repo, disable the old code pipelines. Ex: big-bang/product/packages/bbctl!278 (merged)

Audit all documentation and make sure it's appropriately written for the respective repo it lives in and supplement / make issues to make new documentation if required.
