Create Central Technical Profile Registry/Repository

Create a centralized repository where the pre-defined technical profiles can live. This does not need to be populated at the moment, but it should be available in a public, centralized location (likely https://repo1.dso.mil/big-bang/customers) that will be available to customers. This repository will house a testing profile for now and will be populated in a later epic.

Acceptance Criteria

• Create a technical profiles repo in the customers group on repo1
• Make sure this repo is properly configured to be managed by bigbang-bot, reposync, and added to all team-charter and management files (projects.json)
• Write a clear readme with contribution guidelines and determine the correct file structure for including multiple templates in the future
