Integrate cost metrics dashboard with the original dashboard

• Need to remove the /costs endpoints
• On the charts that are affected by cost metrics (show the expand button if user can view cost metrics; (i.e. currentUser.isLeadership).
• Remove CostMetricsDashboard, and CostMetricsHomePage.
• Refactor Organization, ValueStream, and Team admin dashboard to not be a HOC, and remove any other HOCs not necessary.
