Sonarqube Monitoring Cleanup

Currently we deploy a service monitor for Sonarqube that does nothing. Per our documentation - https://repo1.dso.mil/big-bang/apps/developer-tools/sonarqube/-/blob/main/docs/Prometheus.md - an external exporter is needed for any metrics (confirmed that this is the consensus upstream as well).

This MR removes the service monitor and extra resources that were not functioning. Usage of an exporter can be re-considered in the future but having these extra resources is confusing to have now.

I deployed and don't see any monitoring target for Sonarqube in Prometheus. Is that correct?
