Debug gateway-api's renovate config

Motivation

A new version of gateway-api was released on Oct 6th, but renovate has not detected this new version in its nightly runs. This should be fixed prior to actually upgrading the gateway-api chart.

Acceptance Criteria

• Renovate must correctly identify when a new Gateway API release is available
• Renovate must run the gateway API update script upon detection of a new version
• Renovate must bump the Chart.yaml and update the changelog accordingly
• Update Renovate Runner with new allowed command and with github token
