Define JSON models for fortify

Under pkg/api there should be a subdirectory v1. In there should be a models.go. The models needs to define the json structure of the items we will be fetching from fortify. I believe we will want to collect projectVersion and issues. You can view the specs for these at fortify.il2.dso.mil.
