Configure renovate

Motivation

Renovate allows an automated process to keep this chart's dependencies up to date.

Acceptance Criteria

• Renovate is configured to bump this chart's dependencies when new versions are detected upstream
• Renovate is configured to bump this chart's version (with -bb.0) based on the upstream istio istio-cni chart
