Initial pipeline integration gateway

Description

Set up initial pipeline for istio Gateway as prescribed in https://repo1.dso.mil/big-bang/bigbang/-/blob/master/docs/developer/package-integration/pipeline.md.

Acceptance Criteria

• Add tests/test-values.yaml
• Update repo CI/CD Settings (Anchor will need to assist)
• Validate initial pipeline kicks off
