Configure and validate that istiod pulls images from registry1
Description
It was found that images for Istiod are not pulling from registry1.
Expected Outcome
- Configure the istiod chart values.yaml to point to https://registry1.dso.mil images.
- Validate that images are pulled from https://registry1.dso.mil in a test deployment.
