Cache .json files to speed up loading

Currently, any time you change the filter, click a card, etc, all of the package.json files are pulled from the server. On Padawan, each one can take 100ms, which leads to a multi-second delay on every click. Since these files do not change unless a site rebuild has occurred, we should be safe caching these on the client side.
