Create Network policies for Mimir

1. Default block inbound and outbound requests (unless it needs to talk to k8s api)
2. Allow connectivity from:
3. Grafana
4. Alloy
5. Prometheus
6. Alloy all traffic within namespace
7. Outbound connectivity to minio BB package (not the internal)
8. Outbound connectivity to specific CIDRs (IE AWS S3)
