Setup / Maintain Bitnami version of PostgreSQL chart

Some work was done on this a year ago. Will need to setup the latest chart. Use v15 IronBank image with Bitnami upstream chart. Setup big bang integration with serviceMonitors.

Pipeline should deploy postgresql helm chart and ping service for 200 response as a test.

Setup renovate configuration
