Add tetragon operator image to ironbank

The tetragon operator image also needs to be added to ironbank to use operator mode.

This is causing kyverno policies to fail

This Dockerfile will need to be added to Ironbank https://github.com/cilium/tetragon/blob/main/Dockerfile.operator
