Add metrics to our monitoring stack

We should add some basic metrics to our Prometheus stack to observe:

1. Health of Tetragon instance themselves (number of nodes == number of tetragon instances)
2. Number of "enforcement" actions (indicative of a malicious action or unexpected actions)
