Get Harness Chart to install

This ticket will work through any issues to get the Harness chart installed into a cluster.

Definition of Done

• Spin up K8s cluster if needed
• Clone repo and attempt to install main onto the cluster (if branch with 21 in merged, otherwise use 21-convert-to-helm-syntax)
• If chart installs cleanly, mark issue as done
• If modifications are required, cut a new branch and troubleshoot
• Convest all ingress objects to Istio Virtual Services
• Create objects for the Current Gen version of Harness
• Submit an MR if needed
