Initialize package workspace

Follow the steps outlined in Upstream Helm Chart

Exceptions

If the helm chart is not publicly resolvable (IE can git clone), then disregard the mirroring/kpt step.

Definition of done

• Only directories at the project root are chart/docs/tests
• All required files are present (README, CONTRIBUTING, CHANGELOG, CODEOWNERS ETC)
• README was generated from the prescribed template
• Chart.yaml contains the -bb.x version suffix
