Keycloak image sourced from IB

Description

Keycloak is currently sourced from the upstream vendor. This should be swapped out for an IB approved keycloak image.

Context

Evaluate the possibility of swapping out just the image and verifying functionality with existing orchestration. Given the role that keycloak plays in this architecture - introducing complex or unnecessary orchestration may incur more work than is required at this time.
