CI Should used approve install method

Since the documented way of consuming BigBang by GitOps clusters is via https://repo1.dso.mil/platform-one/big-bang/umbrella/-/tree/master/base we should be using that methodology during the CI process.

Options:

• All BigBang installs
• just e2e tests
