Add CI/CD Pipeline for Mattermost

Add the pipeline from the template. For the pipeline tests, this will require install of postgres, minio, and the mm operator.

TODOs:

• Add the standard .gitlab-ci.yml file to use the template
• Add dependencies.yaml file for all dependencies
• Add test-values.yml to enable Istio and any other test changes needed
• Add basic Cypress smoke testing
