Migrate BigBang Package Grafana Dashboards to their own Packages

Anchore, Flux & Loki currently house their Grafana Dashboards in the monitoring package, these very large JSON files are interpreted as part of the package as a result and currently the monitoring package is failing to install in the master branch. Move the Anchore & Loki Dashboards to their respective packages (see Gitlab-runner for an example), and move the ConfigMap and JSON files to chart/templates/monitoring within BigBang since flux is not a separate HelmRelease.
