Create FluentBit helm chart

Upstream chart for fluentbit here

Version matching BB package 1.6.3 here

This allows for templating out of the configmap configuration for fluentbit. Allows for substitution of image+tag+pullpolicy as well as imagepullsecrets.

Confirmed working when mentioning branch "upstream-helm" in a bigbang deployment.
