Logging (PLG): Update to meet standards

Promtail:

• Nested folder, should be moved to top level promtail
• Labels updated to promtail
• Namespace change to promtail: If possible make this an "opt-in" change with the default as logging. If not possible leave this undone until 2.0 final sprint(s).

Loki:

• Nested folder, should be moved to top level loki
• Labels updated to loki
• Namespace STAYS as logging due to PVC concerns
