Add Additional Image List for Release

There are more images required for running Bigbang than are present in the manifests when they're released:

Twistlock Defenders Gitlab images for runners (ubi/python/etc)

We need a mechanism to explicitly state additional images that should come in addition to the ones deployed and scraped by CI
